{"created":"2025-04-17T01:32:53.967666+00:00","id":2000097,"links":{},"metadata":{"_buckets":{"deposit":"78640109-163c-47bb-99d4-41e84ae2320a"},"_deposit":{"created_by":13,"id":"2000097","owner":"13","owners":[13],"pid":{"revision_id":0,"type":"depid","value":"2000097"},"status":"published"},"_oai":{"id":"oai:wakhok.repo.nii.ac.jp:02000097","sets":["10:1690253255506:1744846243209"]},"author_link":[],"item_1_biblio_info_14":{"attribute_name":"bibliographic_information","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2025-03-31","bibliographicIssueDateType":"Issued"},"bibliographicIssueNumber":"3","bibliographicNumberOfPages":"18","bibliographicPageEnd":"182","bibliographicPageStart":"165","bibliographicVolumeNumber":"1","bibliographic_titles":[{"bibliographic_title":"育英館大学紀要","bibliographic_titleLang":"ja"}]}]},"item_1_creator_6":{"attribute_name":"著者名(日)","attribute_type":"creator","attribute_value_mlt":[{"creatorNames":[{"creatorName":"但田 勝義","creatorNameLang":"ja"}]}]},"item_1_description_11":{"attribute_name":"item_1_description_11","attribute_value_mlt":[{"subitem_description":"教育格差の是正や地域活性化を目的として設立されている過疎地域における「公営塾」の中で、何らかの公的学習支援をしている自治体が運営する学習塾を「公設塾」として取り上げている。特に、少子高齢化が進む地域では、民間の学習塾が参入しているケースがあるが、民間の学習塾の撤退となり都市部と比べると子どもたちが十分な教育機会を得にくい状況にある。こうした背景から、地方自治体が主体となり、公費で塾を運営し、地元の児童・生徒に学習支援を行う地域が増えている。指導\nは、地元出身の教員経験者や大学生が担当することが多いが「公設塾」の実態が十分に把握されているわけではない。\n本論文は、公営塾研究プロジェクト(信州大学)の公営塾全国自治体調査の結果を先行研究として、本学学生の学習支援を手がかりに、オンラインを活用した学習支援のあり方について考察する。公設塾に期待することは、第一に学力向上が挙げられる。学校の授業だけでは理解が難しい生徒も、公設塾の少人数指導や個別対応により、学習意欲が向上し、成績が改善するケースが多い。第二に、地域の教育環境が整うことで、子育て世代の流出を抑え過疎化を停滞させる効果も期待される。一方で\n自治体が運営費を負担するため、予算確保が困難になれば、存続が危ぶまれる。他の行政サービスとの兼ね合いもあり、継続的な運営が難しい場合がある。また、指導者の確保も課題となる。教員経験者や大学生のボランティアに依存しているケースが多く、安定した人材確保が難しい。特に、過疎地\n域では教員経験者や大学生のボランティアの確保事態が困難である。\n本研究は、北海道豊富町公設塾「あすみる」を例に、過疎地域の「公設塾」が学力向上や地域活性化に貢献している一方で、持続的な運営のために地域の小規模大学の支援によるシステムを構築しながら、地域の特性に応じた柔軟な運営モデルを確立し、公設塾を教育環境の一部として定着させる試みの実践的な報告である。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_1_description_12":{"attribute_name":"item_1_description_12","attribute_value_mlt":[{"subitem_description":"In depopulated areas, some municipalities operate learning centers as part of public educational support initiatives, referred to as \"publicly established cram schools\" (公設塾). These institutions are established with the aim of addressing educational disparities and revitalizing local communities. Particularly in regions experiencing declining birthrates and aging populations, private cram schools have occasionally entered the market. However, when these private institutions withdraw, children in rural areas often face challenges in accessing adequate educational opportunities compared to those in urban areas.\nGiven this background, an increasing number of municipalities have taken the initiative to establish and operate publicly funded cram schools to provide educational support to local children. The instruction in these schools is often conducted by local former teachers or university students. However, the actual state of these \"publicly established cram schools\" is not yet fully understood.\nThis study examines the role of online learning support in publicly established cram schools, based on the results of the National Municipal Survey on Public Cram Schools conducted by the Public Cram School Research Project at Shinshu University. Using learning support provided by students from our university as a reference, the study explores effective methods of online educational assistance.\nThe primary expectation of publicly established cram schools is to improve students' academic performance. Students who struggle to keep up with regular school lessons often benefit from the small-group instruction and individualized support provided by these institutions, which helps enhance their motivation and academic achievements. Secondly, improving the local educational environment can also help prevent the outflow of young families, thus slowing the process of depopulation.\nHowever, the sustainability of these schools remains a challenge, as they are funded by municipal budgets. If securing funding becomes difficult, their continued operation may be at risk. Furthermore, balancing financial resources with other public services poses an additional challenge. Another major issue is securing qualified instructors. Many of these schools rely on volunteers, such as former teachers and university students, making it difficult to ensure a stable supply of educators. In depopulated regions, recruiting such volunteers is particularly challenging.\nThis study presents a practical report on the publicly established cram school Asumiru in Toyotomi, Hokkaido. It highlights how such schools contribute to academic improvement and regional revitalization while also discussing the need to develop a sustainable operational system.
